He felt so strongly that when the Latvian government closed the center for which he worked in 1993, he picketed outside the Welfare Ministry, demanding it be reopened.
That happened in March 1994, the time when the Discount Purple Prom Dresses Family Care Center was born. In addition to providing shelter for orphans, pregnant girls, disabled and sick children, the center gives them an education and physical and psychological treatment.
Currently, 75 children call the wooden complex home. While it receives some money from local municipalities and the Welfare Ministry, the center is running up a yearly deficit. At the same time, the number of children who need care is growing, thanks in part to a faulty adoption law.
But for the past five years - the fifth Discount Red Prom Dresses was one of the reasons for the celebration - the center has been surviving.
"A lot of kids№ sanitaria closed down, people burned down the whole area surrounding them," said Dzin-tra Cepite, art teacher. "So there was a fight to maintain this one." Maintaining the building is an easy task compared to looking after the children who are usually brought to the center by police or city council members.
"Every step is a problem," said Kristiana Ander-sone, the school№s director.
Translating "The school is neither an Discount A line Prom Dresses nor a special school," explained Ander-sone. "It№s an in-between." Because of the children№s backgrounds, problems often come up in the classroom, but until a specialist is available at the school, they have to be handled outside the classroom with the center№s psychologist.
Another difficulty: the center is paid per child, so there is an incentive to fill classes to the brim. However, troubled children are better off in smaller classes.
"Right now we have 10 to 12 children per teacher, but in one class, there are children with health, psychological and other problems," said Andersone.
Age is a big problem, too.
The school only goes to grade five, but there are few 10 year-olds in that class. Fifteen- and 16-year-olds starting over are more likely.
"The original idea was to have a Short Prom Dresses for grades one through four and then send the children to normal school, but because so many are older and it is psychologically hard for them to be with little kids, we started the fifth grade," said An-dersone.
